The advantages of doing business in Hawaii is partly due to the tax incentives the State offers.
  • Hawaii has only two levels of government taxation: state and local.
  • No personal property tax
  • No tax on inventories, furniture, equipment or machinery
  • Credit against taxes paid on the purchase of capital goods, machinery, and equipment
  • No state tax on goods manufactured for export
  • No stock transfer tax (all security exchange transactions are exempt from general excise tax, as an incentive to financial institutions)

  • Banks and financial institutions pay only one business tax
  • Manufactured products or those produced for export are exempt from the general excise tax, including custom computer software.
  • Hotel Tax Credit
  • Qualifying businesses may be eligible for General Excise Tax exemption or for a tax credit through the program.
  • Hawaii's Free Trade Zone (FTZ) lies outside the US Customs territory for tax, duty, and quota purposes which can help significantly reduce the operating costs of companies engaged in areas of international trade.   • Hawaii's location in the middle of the Pacific rim also makes it the major hub for most of the telecommunications in the Asia-Pacific region, and expansion is always on the horizon.
Other benefits come from the Enterprise Zones Program, which was created to stimulate certain types of business activity and job creation in areas with above-average unemployment and/or below-average income levels. Eligible businesses that satisfy EZ hiring requirements are exempt from the Hawaii General Excise Tax (GET), and can claim two partial state personal or corporate income tax credits for up to seven consecutive years. Licensed construction and construction trade contractors are also exempt from GET on work done for EZ-enrolled businesses. The counties also offer a variety of incentives, usually involving incremental property tax relief, priority permit processing, and/or fee waivers. Eligible business activities include:
  • Manufacturing;
  • Wholesaling;
  • Agricultural production or processing;
  • Aviation and maritime maintenance and repair;
  • Telecommunications switching and delivery systems (not including consumer sales or services);
  • Certain types of call centers (e.g. bill collection, technical support for computer hardware and software firms, disease management services, disaster management services, and product fulfillment centers, but not telemarketing or sales);
  • Information technology design and production (e.g., software development, imagery creation, and data compilation, but not consumer sales or services);
  • Biotechnology research, development, production, or sales;
  • Medical research, clinical trials, and telemedicine services;
  • For-profit international business management training;
  • Environmental remediation technician training;
  • Wind energy production; and
  • Repair or maintenance of assistive technology equipment used by the disabled.
Foreign Trade Zone
Hawaii's Foreign Trade Zone (FTZ) lies outside U.S. Customs territory for tax, duty, and quota purposes, helping companies engaged in international trade significantly reduce their operating costs. The zone and subzone sites are used to store, exhibit, manufacture, assemble, re-label, import and export products.
